Dr. Hugo López López is a Tenured Professor of Financial and Tax Law at the Public University of Navarra. He was previously a professor in the same specialist area at Madrid’s Carlos III University.
Since 2007 he has been providing regular tax advice to companies, individuals and public institutions, through the Law Office of the Carlos III University and the Office for the Transfer of Research Results of the Public University of Navarra, by drawing up reports and opinions in different areas related to financial and tax law, and economic criminal law (tax offences)
He has prepared opinions for presentation as expert evidence in criminal proceedings concerning offences against public finances (misrepresentation, fraud, “aggressive” tax planning, missing trader fraud, tax transparency in professional societies, etc.).
He has also prepared numerous reports on tax and commercial-accountancy issues, used on contentious-administrative proceedings and in administrative claims and appeals (tax treatment of expatriate workers, irregularity of target bonus payments, partner-company related transactions, activation of financial expenses in the real estate sector, tax regularisation of offshore assets, financial derivatives, etc.)
He has prepared numerous replies to legal and tax queries in different areas related to corporate taxation, comparison of state and provincial tax regimes, corporate restructuring, municipal surtaxes, refurbishment tax, etc.
Member of the Commission for the Fight against Fiscal Fraud and the Underground Economy, created by the government of the Autonomous Community of Navarra.
Co-director of the Master in Tax, Labour and Accounting Advice, organised by the Public University of Navarra. He has participated in a dozen research projects and is currently the lead researcher of a research project with ref. no. DER2016-78929-P “Obtaining and exchanging information in the fight against tax fraud and evasion: balancing administrative powers and the rights of taxpayers”, financed by the Ministry of Economy and Competitiveness.
